 Fourth Annual Commencement held at the Richardsville Baptist church. This is a one sided document, but shows just how much participation was put into the program. Even though the 1916 program lists several expected graduates for 1919, I have no actual list for the 1919 program. Since the program here lists the "Senior class song"..... The class roll may be missing.

Records of the West Warsaw School District

Sept 1st 1919: Decree: And now, Sept 1st 1919, after a rearing and after taking into consideration the welfare of pupils  and taxpayers of the School District of Warsaw Township, Jefferson County Pennsylvania, as well as such proposed independent School District, it is ordered, adjudged and decreed that the following described continuous territory in said Township of Warsaw shall be and is here-by established an independent School District, to with......

 (the next 3 pages went property by property to map the District, I will not attempt to include that information here at this time, besides it is  imposable to read since the land owners names have changed. ) 

2.GIF (333945 bytes)The conversations documented here, are for the most part are going on inside this building 1923 (which no longer stands at the top of Richardsville hill) until 1923 when the new High School was built. These records tell an interesting story of the people and times in West Warsaw School District, even after the new building was built, it had it's own challenges.  

Many of the names in these West Warsaw School Board records you may recognize like:  McCracken, Westerman, Pearsall, Gilligan, Long, McFadden, Bartlett, Chamberlin, Yount, Beatty, Brownlee, Carrier, Shaffer, Bedell, Stewart, Dunmire, Wingard, Evans, McKillip, VanNorman, Gayley and others.

Richardsville Pa, Sept 6th 1919

The new appointed School Board met at Richardsville Sept 6th.  Charles Beatty, Harvey Wingard, James Yount,  M.W. Chamberlin and L.E. Bartlett were present.  Meeting was called to order and James Yount was chosen Temporary President.  Mr. Yount had been sworn into office by the clerk of the courts, and he swore in the other members of the board.  The organization was made as follows:  Charles Beatty was elected President, James Yount was elected Vice President, L.E. Bartlett was elected Secretary.

The name of H.A.Mooney was placed before the board to consider as teacher of the West Warsaw Twp. High School.  After due consideration he was unanimously elected teacher of the High School for one year, at a salary of $135.00 per month.

On motion L.E.Bartlett was authorized to buy a Sect. book and equipment needed by the secretary.

On motion sect. was instructed to write to Mr. Lindsey to meet the board on Sat. Sept.13th at 2:00 P.M. to make arrangements about going to school.

On motion Sect. was instructed to arrange a date for settling up with affairs with the Township.

On motion Sect. was instructed to write and post notices asking for bids to furnish kindlinf and coal for District.

On motion we adjourned to meet on Sept 13th at VanNorman's at 2P.M.

Richardsville Sept 13th 1919

Roll call showed Chas Beatty, J.M.Yount M.W.Chamberlin, Harvy Wingard and L.E.Beatty were present.

On motion the Brookville Title and Trust was chosen by unanimous as Treasure of the West Warsaw District for the year.

The School Board agreed to investigate the case of Mr. Lindsay and get together in the next two wks Sept 27th.

On motion J.M.Yount and M.W.Chamberlin confer tomorrow with teachers in regard to Community Day.

Richardsville Pa. Sat Sept 27th 1919

School Board met at School House with the roll call as follows:  Present, Chas Beatty, J.M.Yount M.W.Chamberlin, Harvey Wingard and L.E.Bartlett.

On motion the following proposition were made to offer Mr. Lindsay: (of Sigel Pa.)

1st- The West Warsaw School District will bear the expense of tuition another district.

2nd.- The West Warsaw School District will pay $75.00 - Seventy Fife Dollars for the year, for Mr Lindsay to transport his children to same school district.

3rd- The West Warsaw School District will furnish a house, free of rent to Mr. Lindsay to live near enough to school, in our own district, so that his children can go to school.  This is to be only for the period of the school term.

On motion the West Warsaw School Board ask the Warsaw School Board to meet with at the Court House in Brookville on Sept 3rd 1919  (I think this was a typo, should have said Oct 3rd 1919)  to settle up school affairs of the two Districts. Sect. was instructed to confer with Sect of Warsaw School Board.  If this date is not suitable set a date that would be suitable.

On motion the board set the compulsory attendance to be 80%

The matter of coal and kindling was taken up and Sect. reported that no bids had been received.

A motion was carried to offer Henry McLaughlin either $4.00 per room or$4.00 per. cord to cut and put the kindling to each school house for the term of 1919-920.

Motion was carried to offer $8.00 per ton to  haul the coal for all of the houses for the term of 1919-1920

On motion David Gayley was given a leave of absence to go to State S S Convention.

The matter of building was taken up and M.W.Chamberlin, J.M.Yount and L.E.Bartlett were appointed by the president to look up specifications.

On motion we adjourned to meet on Oct 3rd or at call of President.

Brookville Pa. Oct. 24th 1919

The school Boards of Warsaw township and of West Warsaw School District met at Brookville for settling on division of taxes.

Members present were: Warsaw Twp East.  Amor Bullers, Edw. Winkerman, David Williams, Frank Johnson and Ben Snyder.  West Warsaw School Dist. Chas Beatty, Jas Yount, Harvey Wingard and L.E.Bertlett.

Settled valuation was found to be $2740.11 of which $1644.79 belonged to East Warsaw and $1095.32 belongs to West Warsaw School District.  The amount of money in the bank was 1098.55 of which West Warsaw Dist received 40% or $439.42. This amount was turned over to West Warsaw School District. Treas..  The unsettled valuation was left to be figured out by the two secretaries.- T.E.Johnson and L.E.Bartlett.

At this meeting Attorney Ed. Carmalt appeared with Clyde Lindsey in behalf of the schooling of Lindsay's children.  After Atty. Carmalt learned the facts in the case, he advised Mr. Lindsay to move off the Gilbert farm and get out somewhere so his children could get to school.

At this same meeting the West Warsaw S.D. offered Mr. Lindsay $100.00 to convey his children to any school in our own district.

West Warsaw School Board met at Richardsville School House at call of President.

L.E.Bartlett Sect.

Richardsville, Nov 22nd 1919

School Board of West Warsaw S.D. met in special meeting called by the Pres. C.R.Beatty for the purpose of getting ready to build School Building.  Every Member Present.

On motion made by M.W.Chamberlin and Seconed by J.M.Yount, that we proceed to build a four room building for the purposes, provided, we can raise the money.

Members voting for were J.M.Yount, M.W.Chamberlin, Harve Wingard, L.E.Bartlett and Chas R.Beatty.

voting against-none

On motion by L.E.Bartlett, seconed by M.W.Chamberlin that we proceed to bond the district of West Warsaw for 10% of the assessed valuation.  Voting for:  L.E.Bartlett, M.W.Chamberlin, J.M.Yount, Harvey Wingard and Chas Beatty. Against-none

On motion, president Chas Beatty was appointed to confer with Atty. Raymond Brown and proceed to do the above work in a good and legal way.

The Sect. was asked to make arrangements with the Warsaw twp. school board to finish up settlement of division.

L.E.Bartlett Sect.

Brookville Pa. Nov 29th 1919

The West Warsaw School Board met with the East Warsaw School Board at Brookville to finish up settlement of Township affairs pertaining to the schools.

Those being present from the East End were:  Ben Snyder, T.E.Johnson and Amor Bullers.

Those being present from the West End were:  Chas R.Beatty, J.M.Yount and L.E.Bartlett.

The two school boards proceded to figure out the unsettled valuation which the found out to be $691.67.  The amount belonging to West Warsaw S.D. being $453.79.

Richardsville Pa. Dec. 6th 1919

The School Board of West Warsaw S.D. met with the following members present: Chas Beatty,  L.E.Bartlett,  M.W.Chamberlin and J.M.Yount.

On motion the following bills were paid:

Alma Beatty for 1 month teaching $60.00

Prof. H.A.Mooney for 1 month teaching $135.00

Grace Johnson for 1 month teaching $75.00

Nellie Carrier for 1 month teaching $57.00

David Gayley for 1 month teaching $58.00

Indiana Foundry Co for stove for Russell school $10.30

Atlantic Refinery Co. 29 gal floor oil $11.82

THE FOLLOWING RESOLUTION WAS ALSO UNANIMOUSLY PASSED AT THIS MEETING

THIS IS A LEGAL DOCUMENT DATED DEC 6TH 1919

Resolution.

BE IT RESOLVED by the board of School Directors of West Warsaw School District, Jefferson County Pennsylvania, and it is hereby resolved by authority of same that it is the desire of the Board of School Directors of said School District to increase the indebtedness therof from nothing to Fifteen Thousand, Four Hundred Dollars, ($15,400.00), being ten per centum (10%) of the assessed valuation of property in said School District, taxable for County and School purposes, in order to erect, equip and furnish a school building for the use of said District at the village of Richardsville therein.

BE IT FURTHER RESOLVED that the assent of the eloctors of said School District to such increase of indebtedness be obtained at an election to be held at such place or places of holding the municipal elections in said District, on a day to be hereafter fixed, notice of which election shall be given in the manner and form provided by law.

Passed finally at a regular meeting of the Board of School Directors of the West Warsaw School District, Jefferson County, Pennsylvania, held at its regular place of meeting on Saturday, December 6 1919, at 2 o'clock PM.
