Richardsville Pa Feb 4 1922 School board met in regular meeting, All members present. (paid regular bills to include H.S. Wingard 2 notes and interest $567.50 - ( 1 note of $400.00 for 8 months at 6% and 1 note of $150.00 for 2 months at 6%) L.E.Bartlett Secty.
School house March 4 1922 School board met in regular meeting. Those present: Homer Carrier, D.E. McFadden, H.S.Wingard and L.E. Bartlett On motion the following bills were paid Amy Postlewaith - 21 days teaching - $75.95 Mary Lowery - 20 days teaching - $72.20 David Gayley - 20 days teaching - $82.17 Roland Shaffer - 20 days teaching - $135.34 J.M. Beyers - Supplies - $19.84 R.B. Horner - oiling & 3 dinners - $5.50 Retirement board - $34.33 Brookville Title and Trust Co. - Interest on $675 for 6 months & put $400 on note - $420.31 There was a special motion to pay the interest on the T&T Co. note and $400 on face. On motion we make the H.S. Wingard term to 1921-22 8 months. On motion we adjourned to meet at the call of the Secty. to finish up business of getting ready for bond Issue to build new School house. Richardsville Pa March 23 1922 School board met in regular meeting and the following resolution was brought up and adopted by every member voting in favor. THIS IS A LEGAL DOCUMENT RESOLUTION BE IT RESOLVED by the School Directors of West Warsaw School District, Jefferson County, Pennsylvania, and it is hereby resolved by authority of the same that it is the desire of the School Directors of said District to increase the indebtedness thereof from nothing to the sum of Ten Thousand, Seven Hundred Dollars, ($10,700.00), being six and ninety-nine one-hundredths plus per centum of the assessed valuation of property in said School District tax-able for County purposes, for the purposes of erecting, equipping and furnishing a building at the village of Richardsville in said School District to be used as a public school; that, for the purpose of obtaining the assets of the electors of said School District to such increase of indebtedness, it is ordered that a special election for such purpose be held in said School District at the place of holding Township elections therein on Tuesday, May 16, 1922, between the hours of seven (7) o'clock, A.M. and seven (7) o'clock, P.M., the day and time fixed by law for holding of a primary election, which said election shall be held at said time and at said place under the same regulations as provided by law for the holding of municipal or township elections in said District; that, there being no newspapers published in said District, notice of said election shall be given during at least thirty (30) days by at least twenty (20) printed handbills posted in the most popular parts of said School District, which said notice shall contain a statement of the last assessed valuation of taxable property in said School District, the amount of the existing debt thereof, the amount and percentage of proposed increase, ands the purpose for which the indebtedness is to be increased.
Richardsville Pa April 10 1922 School board met in regular meeting. All members present Motion was made and carried that we borrow $425.00 for two weeks from Title and Trust for paying teachers/ (paid bills) meeting adjourned L.E. Bartlett Secty.
Richardsville May 1st 1922 School board met in regular meeting. Those present: Homer Carrier, D.E. McFadden, E.A. Van Norman and L.E. Bartlett (paid bills)
Richardsville May 17th 1922 Board met in special meeting The result of the vote on Board issue for the new building was discussed and a commission appointed to confer with county Supt. and with our attorney to see best steps to take - Commission consisted of D.E. McFadden, Homer Carrier, and L.E. Bartlett. L.E. Bartlett Secty.
Richardsville May 20 1920 School board met in regular meeting. Those present: Homer Carrier, D.E. McFadden, E.A. Van Norman and L.E. Bartlett Committee reported that they had met with Atty. Brown, Supt. Anderson & also laid the matter before Judge Corbett and spoke to him in regard to appointing a director in place of H.S. Wingard - resigned. The Judge advised the board to appoint their director and cited the law, that any school Bd. in Penna. had the power to appoint a director to fill an un-expired term. Fred W. Carrier's name was presented and he was unanimously elected to fill the un-expired term of H.S. Wingard. A committee consisting of D.E. McFadden, Fred W. Carrier and L.E. Bartlett was appointed to go to see the plan of building being drawn up by G. Stalhman. L.E. Bartlett, Secty.
May 22 1922 School Board met in special meeting, all members present Commission reported in regard to plans, Commission also recommended that a delegate be sent to Harrisburg to confer with Education Dept. in regard to our situation and especially to find out if it would be advisable to put in 4 years H.S. Course 1922-23 On motion L.E. Bartlett was elected to go to Harrisburg along with Supt. Anderson at exp of district. Co Supt pays his own exp. L.E. Bartlett, Sec.
May 27 1922 School Board met in special meeting all members present (paid bills including Title and Trust Co. on note - $304.25) On motion Cecil McLaughlin was given the Smith school to teach for the coming term. On motion the Sec. was ordered to advertise the school letting for June 10th at 2 P.M. On motion unanimously carried the school millage for 1922-23 be laid for 30 mills and the per capita tax $4.00. 15 mills to be used for building purposes and 15 mills to carry the school expenses for coming year. meeting adjourned L.E. Richardsville July 3rd 1922 School board met for annual settlement Expenditures - $5908.14 Receipts - $5725.90 Balance on hand - $ 182.24 Taxes etc due - $1349.74 Liabilities - $365.18 The Sect. was instructed to write to Miss Aharrha answering her inquiry about H.S. On motion D.E. McFadden was elected President. meeting adjourned L.E. Bartlett
July 31 1922 Board met in special meeting to meet Adams and Justice in regard to planning for new building. After considerable discussion a motion was made and unanimously carried to let Adams and Justice figure on plans for new school building. Meeting adjourned L.E. Bartlett Sect.
Aug 21 1922 Board met in special meeting to see about teacher for Richardsville grades. On motion L.E. Bartlett was appointed to see Miss Loretta Wilson and make arrangements for her to take the school. (also paid bills) Meeting adjourned L.E. Bartlett Sect.
Aug 31st 1922 Board met in special meeting The matter of getting (Secenec ??) apparatus was presented to the board by Prof Shaffer and a motion to buy the apparatuses needed was carried. Mr. Shaffer to make the selection. On motion Purl McCracken was appointed Truant officer for West Warsaw S.D. L.E. Bartlett Sect.
Sept 28 1922 Special meeting was called in regard to getting Blue Print for new school building. A motion to give the contract to Mr. Adams was favorably passed. The cost to be $250.00, all members voted favorably. Mr. Adams is to have plans approved by State Dept. of Education L.E. Bartlett
Sept 23rd 1922 Board met to pay teachers Loretta Wilson - 20 days teaching - $95.00 Bess Aharrah - 20 days teaching H.S. - $130.00 Rolland Shaffer - 20 days teaching H.S. - $140.00 David Kunselman - 20 days teaching Russell school - $115.00 (Minerva Donhiser ?) - 20 days teaching Smith school - $85.00
Nov 4 1922 (board met to pay teachers and other bills, no new business)
Nov 10 1922 Special meeting: board members present, H. Carrier, F.W. Carrier, McFadden and Bartlett. Mr. Adams presented plans and specifications for new building. On motion unanimously carried the plans were accepted and Mr. Adams be granted a check for $250.00 (Two Hundred fifty dollars) for the payments of plans and specifications so as money is on hand. Nov 11th 1922 All members present The board agreed to meet on Nov 13 to make location and make arrangements to get more ground for new school house. On motion we get our Attorney to advertise to get bids on new school building through county paper advertise 2 weeks. Carried unanimously. On motion we leave plans and specifications to be seen at Attorneys office and that bids be opened at Attorney's office. Carried in affirm On motion we sell the old school building to highest bidder, we reserve the right to reject any or all bids. Motion carried Homer Carrier was appointed to see to putting lights in Smith School. Bartlett to look after Russell and Fred Carrier at Richardsville L.E. Bartlett Sect.
Mon Nov 13 1922 All members met a t School ground and decided to extend school ground east as far as within 30 ft of D.E. McFadden's gas well if it was satisfactory to state Dept. of Edu. The ground was to extend south in strait line with old ground. If this ground is satisfactory to state Dept. of Edu. Mr. McFadden is to receive $100 - One Hundred Dollars for it. L.E. Bartlett Sect.
Dec 4 1922 School board met in regular meeting. Members present, H. Carrier, McFadden, and Bartlett. A motion carried to pay all bills to date. The board proceed to re-organize, Fred Carrier was nominated and elected for the coming year. D.E. McFadden elected Vice President for coming year, L.E. Bartlett was nominated Sect. at a salary of $50 per year and the coming year. Brookville Title and Trust Co. Treasurer meeting adjourned L.E. Bartlett Sect. |
