The board voted unanimously to again advertise for bids for a new school building - Attorney Brown was instructed to prepare advertisement for bids and have them appear in 3 of our Co. papers for 3 concurring weeks.

Feb 24 1923 Brookville Pa. The Board met at Brown and Mead Law Office to open the bids for building to be built at Richardsville.  There were four bids and they were as follows.

J.H. Carr & Son:

 Brick complete - $13,856.00

Building without brick - $12,056.00

Wood building complete - $12,406

R.M. Lawery: - $14,620.70, -  $12,870.14, - $12,290.56

Frank Davis: -  $13,248.14, - $11,488.25

Lon R. Adams: - $12,500.00, - $11,500.00, - $10,200.00

A meeting was called for Feb 26 1923 to decide of giving contract.

Feb 26 Monday evening 1923 Board met in special meeting to decide on bids for new building.

After much deliberation and discussion the board voted on a motion to give the contract to Lon R. Adams for $10,200.00  The contract was drawn up by Attorney Brown and signed by Mr. Adams and every member of the board.

March 10 1923 Board met in regular meeting, members present Van Norman, Mc Fadden, Bartlett, F. Carrier.

April 5 1923 Board met in special meeting, all members present.

On motion the sect. was instructed to fill out petition for approval of the school site, motion carried.

Motion carried to pay one half the expense of surveyor to lay out the grounds of building.

The matter of hiring the teacher was taken up.  Mr. Roland Shaffer was elected to the Principal ship of the H.S. for next term at a salary of $140.00 per month.

Miss Aharrah was elected to teach in the grades at $95.00 per month. 

Motion carried to appoint Fred Carrier and L.E. Bartlett to see about get the money for building from T and T Co.

On motion the President and Secretary were given authority to pay teachers as soon as enough funds came into the treasurer.

May 8 1923 Board met in special meeting, F.Carrier, H.Carrier, D.E. McFaden and L.E. Bartlett present

Paid bills, one of which was the Chicago Apparatus Co. - Equipment - $23.50  (I suspect this may have been for toilets or something like that??)

It is not mentioned in the records but included in an envelope in this book is a deed from D.E. McFadden and Della McFadden, his wife - to - West Warsaw School District, dated May 19, 1923.  for the consideration of $1.00 (One Dollar)  It describes what seams to be an extension up the hill towards the corner, making the property about twice as big as it was before with just the old school there, creating what we all know today as the School Grounds.

  May 14 1923 Board met with with the following members present: Carrier, McFadden, Carrier, and Bartlett.

The mater of levying millage was taken up and an estimate of the expenses for coming year gone over and it is found it will be necessary to go to the limit on millage and per capita on account of building.

On motion we levy 35 mills and $5 per capita to meet expenses of coming yr. and that we divide it as follows.  16mills for running schools and 19 mills & $5.00 per capita for building.  motion carried.

Sect. was instructed to advertise for three grade teachers

On motion carried we pay Walt Sartwell $10.00 for use of building past year.

On motion we adjourn to meet May 26 to elect teachers

May 26 1923 Board met to elect teachers for grades.

Mable Simpson now was presented and unanimously elected for Russell school.

Helen Davis was elected for the upper grades at Richardsville and Ruby Schreckengost was elected to teach lower grades.

On motion we close the Smith school and bring pupils down to Richardsville, motion carried.

On motion we pay all bills due, carried.

The matter of borrowing money was again taken up,  President F.M. Carrier and the Sect. L.E. Bartlett were given authority to borrow $3,60.00 from the Title and Trust Co.  motion carried

On motion the President and Sect. were given authority to grant checks as the money fell due Mr. Adams on the contract for building.

Note: July 3rd 1923 On July 3rd borrowed $1,599.00 for paying on the contract of building.

On this said date we issued a check of $1,500.00 and one for $500.00 to Lon R. Adams

July 31 1923 Board met in special meeting, all members present.

The matter of assessing millage on the occupation was taken up.  Sect. was instructed to consult Attorney Brown about the matter also to write to Education Department of law and get their decision on this matter.

Also Sect. was instructed to see Mr. Adams about toilets, heaters etc.  Made arrangements for Insurance etc.

Aug 2nd 1923 Board met in special meeting

Board decided to have provisions made in each room for a place for books and supplies

Sect. reported that Attorney said he could not find anything in the law to keep us from collecting the Occupation tax.  Board decided to wait until hearing from the Educational Department.

Sect. also reported from the Insurance investigation and it was decided to let Brown Brothers write a policy for $8000.00 for 60 days.

Adjourned to met Aug 18 to open bids for transporting Smith school to Richardsville.

The board was called to the new building to talk over the matter of heating with Mr. Bunion of Bunion & Tobin of Brockwayville.  Van Norman, McFadden, were present, nothing was done.

Aug 18 1923 Board met in special meeting

Bids for transporting Smith school children were opened.

John McFadden bid was $58.00 from Millirons Road and $56.00 from Longs corner

Glenn Wells bid was $75.00 per month

Earl Works bid was $85.00 and if any other bid was less than $85.00 then his bid would be $79.99

On motion Mr. McFadden bid was accepted.

Russell School - On motion the Russell school will open on Mon Sept 3 1923

It was decided at the meeting Aug 2 1923 that if we were not proceeding legally in collecting the occupation tax that we instruct the collector to deduct the occupation tax as it was paid in.  The Sect. read a letter from the Law Department at Harrisburg that we could not collect it when was assessed a per capita tax.  The per capita tax substitutes for the occupation tax.  Cards were sent out to each tax payer to deduct the occupation tax from the amount of his taxes.

Aug 23 1923 Board met in a special meeting with Mr. Bunjau (sp?) to look over plans for heating the New Building.  On motion unanimously carried the board accepted the plan known as plan #1. It being understood that if plan is not accepted by the State Dept., This proposal is void.  This plan is to be installed for Six Hundred Eighty Four Dollars ($684.00)

Aug 18 1923 Board met in special meeting, a motion was passed to issue a school order to Mr Adams for$1,010.00. All members of board being present.  There being no money in the Trasurary, Mr. Lewis Evans cashed this order and he holds the same until such a time as there is funds to lift it.

Aug 26 1923  The Sect. read letter from the Bureau of Buildings at Harrisburg in regard to plans not being properly approved.  The sect. answered this letter at once.

On Sept 6 the read reply which letter is in files, A copy of same letter was sent to county Supt and to Mr. Justice of Punxy.

Sept 30 1923 Special meeting was called at Russell School it's citizens who had children ready for High School in the vicinity of Russell, thought that the School Board ought to furnish transportation to Richardsville High School.  There was no definite decision come to.  I t was decided that Homer Carrier and D.E. McFadden consult Attorny Brown in regard to the matter.

Oct 2nd 1923 Special meeting was called to settle the transportation question in regard to High School students coming from the Russell Community.  After much discussion and deliberation a motion was passed not to pay transportation for H.S. Students and that Sect. inform the people of our action.

At his meeting the matter of insurance for the new school building came up and a motion was passed to have Brown Brothers to write up another Insurance Policy.

On motion the President and Sect. were instructed to pay Miss. Simpson for one month teaching at Russell.  To pay R. Adams $2309.00 also to pay Brown Brothers $30.00 for the policy just expired.

A School order was granted to pay R. Adams for $500.00.  There being no money in the treasurary Lewis Evans paid this order and he holds the same until the School District has funds to pay it.

Nov 7 1923 School Board met with Mr. Buryaer? and Mr. Kirk at School to take up matter of heater.  After much discussion the board decided that it would be better to change the previous plans for heating and put in a larger plant.  A motion was unanimously carried to put in two  #691 Monarch Furnaces with double casings and running pipes to and placing register faces in the following rooms:

One 24 by 30 in each class room, Two 12 by 15 register faces in the hall which would include wall pipes to furnish cold air ducts.  Bunyau and Tobin to do all the cutting for pipes and registers. This heating plan is to be made according to contract given.
